Sometimes it’s unclear whether it serves some kind of semantic or computational purpose (and if so what), or maybe it’s more like stimming or being stuck in a loop, but in the quoted example it clearly uses these words and phrases in a semantically meaningful way and in sentences more normally, but then they accumulate and become more rhythmic towards the end.
